Rodger and Sandra thanked the cabinet members for being involved in the campaign this year. Each member in attendance introduced themselves.

Results of the Campaign-Larry Hisle:
Semi- Final Tally - $3,539,097
Highlights:
· As of the morning of the meeting, we had surpassed last year by $30,000, with up to $6,000 still projected to come in.
· Federal employee count was up by 2,000 (indication of more federal employees located)
· Average gift was up by $28 to $276.04
Lowlights:
· Participation is down from 31.13% to 27.24% This was seen across the board.
(12,821 actual donors)
· Per Capita gift decreased from $77.35 to $75.18 this year.
Other
· Eagle Donor’s raised $1,157,449 which made up for 32.70% of the campaign
· Leadership donors up to 870 (832), a 4.57% over last year.
· We had 619 continuous donors and 251 new donors at this level.
· We lost 223 donors at this level from the prior year (63 from retirement)
· There were 650 (576h) Commander Club Members ($650) & 1431 (1,291h) Pillar Club
· Soaring Eagle Program ($2,000+) increased from 61 to 108 donors

Donations down $10,000
Participation down 3.5% points from prior year (36.5% to 33.01%)
Per capita Gift down $2 ($111.47 to $109.18)
Average Gift up $25 ($305.38 in 2006 to $330.70)
Results of the Merger
Discussed the out-come of the merger of Heartland CFC & the entities in Kansas.
It was decided to do Critique of the Past Year performing a SWOT Analysis -All:
Cabinet members were asked to email comments in the following six areas.
· Campaign Planning
· Communications
· Awards Programs
· Agency Head Visits
· Campaign Process
· Other
This is a combination of emails and comments made at the critique meeting
Campaign Planning
Need identify and bring the LE’s onboard as soon as we can
Have repeat LE’s as much as possible
Have an up front training for LE’s in summer
Identify the campaign coordinators as early in the year as possible
Have a tiered LE program, where the current LE in training the next years
Have current LE work with prior LE
Keep the timeline for agency head calls as large as possible
Have early September Cabinet meetings to bring everyone up to date
Spend extra time with late arriving LE’s
LE and Division Chairs need to work together
USPS – Request early on campaign coordinators and LE’s
USPS – Start 4 weeks early (no campaigning after Thanksgiving)
Start campaign early – option for other agencies

Cut through the CC mess, tell the campaign coordinators exactly what they need and where they should be at the current time.

Communications
Gail Allen the chair prepare a briefing on what the communications committee did in 2007 and the group went through the SWOT exercise on the subject.
The committee supported the 2007 campaign as follows:

Meeting Structure:
The committee consisted of volunteers, although attendance was not consistent. We met the majority of the time at the GSA Bannister facility. The other times we met at the EPA Regional Office. I offered a bridge line for each meeting held at GSA. I prepared an agenda prior to each meeting and distributed it to committee members. Meetings were kept to one hour. After each meeting I prepared minutes and posted them on the website.

2. New hires not understanding CFC
Suggestions:
· Consider using the same theme more than just one year.
· There should be separate communications to campaign coordinators in Kansas City and the Topeka or greater Kansas area
· Review to see if a monthly or any newsletter is necessary from CFC, a quick blurb to the coordinators may be sufficient
· Can we track new hire donations to view results
· Consider an employee survey through Survey Monkey
· Get more information out on the use of undesignated funds
Awards Programs
· Backscratchers were a big hit
· Consider getting rid of an every person gift
· Make a nicer gift for giveaway than the pins and coins
· Make CC understand the need to deliver gifts ASAP
· Have more practical gifts
· Eaglet program
Agency Head Visit
· Essential to do
· Peer to peer calls work best
· Work from top down
· Explain goal setting process better to the Loaned Executives
· More training on process
· Have CC attend meeting as well, with the Agency Head
· Have the LE go on the calls
· Establish a goal ahead of time for the accounts

· More local videos
· Create a Competition between schools on producing the video
· Reminder items to CC’s
· Campaign Brochure needs to highlight the federation more to make easier to find local charities
· Lack of Local Charities in rural areas, need to get the word out
